Money Matters
Today, the Lumberton Board of Aldermen will present the budget to the voting public. What changes will be made and what cuts will be finalized? In order to find out, you need to attend the board meeting that is scheduled for 6:00 p.m. There were several appeals made to the board, but they, seemingly, fell on deaf ears. According to what was audible to the audience (there was a great deal of whispering) Adrien Fortenberry, Chief of Police and Danny Davis’ salaries were cut to $34,500. The other department head, Stephanie Mullen’s salary was not cut, but she was not making the same as the other department heads, so her salary will remain at $31,000. The deputy court clerk presented a proposal in an effort to cover her salary, but her plea was not taken very well. The pay for certified police officers will no longer be $14.50 per hour; it will be cut to $12.50 per hour. The aldermen stated that they wanted to get a standardized rate of pay for all officers, so some certified officers will receive a pay raise to have their rate of pay set at $12.50 per hour. In the public works department, the pay rate will range from $9.00--$11.75 per hour. I suppose they are not trying to establish a standardized rate of pay for the public works department. Danny Davis explained that the difference in pay is a result of individuals starting at different times, but the same could be said of the police department. Go figure. The deputy clerks will be cut to a pay rate of $7.25 per hour but there was a proposal to terminate one of the deputy clerks. It’s going to be interesting how they determine which clerk they are going to terminate. Will they base their decision on seniority or will it be based on the individuals’ willingness to learn and get certification? Sue has more seniority, but in her four years of employment she hasn’t become certified (a process that can take up to four years). On the other hand, Betty has attended every certification class she was approved to attend. Also during the workshop the board of aldermen decided that they will give up their salary, but they will keep their health insurance/benefits. If you remember, this grand gesture was made by the previous administration and as soon as the money began to accumulate they went back and reinstated their salaries with retro pay. So, this is not a genuine effort to help the city, it’s just a gesticulation to help appease the minds of those that had their salaries cut. If the board really wanted to lead by example, they would submit a letter to the city clerk stating that they will donate their salaries back to the city. This would be an individual commitment and that way they wouldn’t be able to go back at a later date and get retro pay for the salary they donated to the city. Since they want to throw themselves on their swords, so to speak, they should give up their health benefits as well. Prior to the Cooley administration, health benefits were only given to the mayor of the city. The aldermen stated that they didn’t want to make cuts that they weren’t willing to take themselves. For the record, Alderman Gibson was ready to make some big cuts to the budget, but his suggestions were not well received. When he stated that all department heads salary's should be set at $31,500 there was a lot of mumbling and grumbling from the audience. Are we really going to get into the issue of equal pay for men and women? But in the same vien, don't cut the deputy clerks or the court clerk down to $7.25/hr when you're paying guys in the public works department $9.50/hr. The board of aldermen meets once a month. Part time employees are not eligible for health insurance, so why are we paying for health insurance for aldermen that meet once a month? In order to get a budget that would actually benefit the city, I proposed the following: The board of aldermen should take a reduction in their salary. Susan Guidry should no longer stay on as deputy clerk. This is an at will employment state, and employees can be terminated without cause. But if they need a reason, here are two: Sue had four years to get certified and she has not done so and she took confidential information out of city hall in order to complete payroll. To fill the position currently held by Susan Guidry, cross train Melissa Pack to work as deputy court clerk and deputy clerk. This will allow Melissa to come on board as a full time employee and we will have someone in the office that can deal with the issues of tickets, payment of fines, etc. I also suggested that any non-certified officers be released and the pay rate of our police officers would stay the same, but a cap would be established for certified officers at the pay rate of $14.50/hr. I suggested that Jimmy, Stanley, Otis, Roy, Richard and one additional public works employee remain on payroll and the others should be released. The cuts I suggested seems tough, but they will help the city recover. The board of aldermen wants to pat themselves on the back by saying that they are trying to keep as many people on payroll as possible, but at what cost? In retrospect, all they have achieved is to catapult several employees into the category of the working poor. They agonized over the budget cuts for hours and essentially, they only managed to save the city $33,000, but with the cuts I suggested, the city would save $99,840. If the city laid off six employees at a pay rate of $8.00/hr. (the employees that would be laid off make more than $8.00/hr. but I used that rate for calculation purposes.) The savings of $99,840 does not include health insurance, state retirement payments or a millage increase. If those figures were included (minus the millage increase) the potential savings would be somewhere around $164,000.
All this talk about pay cuts should'be been addressed! For one! Some of the certified officers should be making less than what they are making anyway. Some of them don't do shit anyway. There may be
ReplyDelete2 officers that deserve a raise if you ask me. And if the cheif has a problem with his pay cut he's tripping! He don't do jack around here to even deserve a pay at all! He has let his family and friends come here and take over. And it is not right. There should be no seniority in being a police officer unless you have been promoted ! Other than that a cop is a cop. You shouldn't be allowed to say one officer can't drive a certain patrol car cause another does. Or you have to work night or days cause its convent for you. My point is our police dept should be a team and work together. No one officer is better than the next. If I had to single out the good ones . It would be Cassandra Fortenberry,Daniel Wilczek, and D.Hobbs. So Cheif please grow some big big balls! And put your family in check, run our police dept, or go home and stay there! And by the way get rid of SUE!
The comment above seems like it's coming from someone with an insight about what's going on at the Lumberton Police Department. BTW, who is Hobbs, I don't know him. Is he the one that put his name on city property. How did you miss that one Mr. Informer. We have police officers personalizing police cars. I don't think the chief has his name on any cars, so how did Hobbs get away with this?
ReplyDeleteWhy would you put your name on a piece of public property anyway. Why would you want the criminal element to know your name. Is this unprofessional or what!! I blame the Chief because he is the boss and then I blame the board because they are in charge of everything. I guess all city and police employees can go outside and put their names on city trucks, parking spaces, and hey why not windows and doors. I guess this just lets you know what the town is dealing with. If the chief can't control his people, how can he control anything!

I don't know why the Cheif is not standing up for his people. He seems to be shying away from the publicity, but at least he would be able to show the people of Marion county that he will stick up for his department. His silence in this situation is not golden.
ReplyDeleteThe reason the chief is not standing up for his dept is because he doesn't care! Hello! When was the last time anyone has seen him out in the community? I honestly think he wants to walk away. Our police dept is being ran by too many Indians and not enough CHIEF! I thought Adrien was gonna make a difference. It is not the mayor's fault that the police dept has fallen apart! So please quit trying to find fault in her. Some of our officers do a good job. And if FRANKLYN get his head out the clouds,and stop harassing women for ?"$$%! He might be an alright cop. And there are more than people with no license in lumberton. All these dam drug dealers here. And he chasing speeders. Get real! And you don't have to have insight to know what goes on at the police dept. Just have a conversation with FRANKLYN. Nobody cares about Hobson name being on a patrol car. But I bet our so called Captain Franklyn does. Lol! He thinks he owns his patrol car! But real talk I think Sharese would be a dam good cop. And I don't think they should send Martin to the academy. Sharese deserves that chance to go. Elsie needs to be assigned to a desk. Franklyn needs firing! Daniel,Cassandra, and Hobson needs promoting. And Johnson on night shift needs counseling. I could go on and on. But we all got the point! So who all is for a new dept?
ReplyDeleteI'm all for a new dept., but i hope it does not include you, Mr. Wanna Be Captain! Stop coveting the position and try to hold your own. You are wrong, we do care about a wanna be captain/chief/any position of power, putting his name on a car. That is not an officer's property,that is the city property. Where is the mayor and board on this one. You wanna cut pay and you in a budget crunch, but you let this guy waste money on this mess. I won't even ask where the chief is, I don't wanna know that answer. And as the previous post said, it is so unprofessional. I don't see any HPD, Forrest County, Lamar County or any other enitity with officers names on cars. Also, as the previous post said, that just lets you know what we're dealing with here, a group of overgrown boys playing at cops and robbers. I don't see the cops in other cities doing the unprofessional things SOME of you guys do here. Put your name on your own property. Stop hating on FRANKLIN, he is an equal opportunity officer. That thang will stop anybody. But that let's you know you can trust him to protect the people and city, because no one is above the law in his book. As for him chasing #@%%*, you got him mixed up with someone else don't you? If you wanna go there, let's call on all these females, I guarantee it won't be FRANKLIN they name. Yeah he'll be out there, but he'll probably be the one of few of the department standing out there that's not a hoe. We see where the patrol cars are parked and how long they are there. This includes all the cars, trucks and motorcycles!!!!!!!!!!! If you got a house made of cards, be careful when trying to take one out, lest they ALL fall!

ReplyDeleteAs for you! Mr or Ms offended! Just so you know the police dept is and will always be doing their jobs. Just because you don't see the chief dont mean he is not doing his job. Just because the man would rather sea/ with the public at a distant don't mean he somewhere doing something crazy. I think they are all doing a good job. Some patrol the few jobs we still have here. Making sure the people get to and from work safely. Yes they have a few issues. But what job doesn't? And as far as FRANKLYN goes, you will never know. Most men flirt. But we as women need to nip it in da bud if its you he chasing! But yes he does his job. And why you out watching where the patrol cars are parked? Go to sleep somewhere. That's called being nosey! And as for the cop putting his name on the car. Since you know so dam much he didn't waste any BUDGET CUT MONEY! HE'S RELATED TO OLEN! SO IT WAS FREE! LOL! LPD KEEP DOING YALL. PEOPLE GONNA TALK REGARDLESS.

The point the person was trying to make is that there was no need to put his name on a patrol car. Since you know so damm much, were you there when the deal was made. You dont know what was wasted and what was not. And didnt the person say his name was FRANKLIN and not FRANKLYN. I sure hope it wasnt you he was chasing behind cause it seems you might have been running too much anyway. And folk creep in the daytime too.
ReplyDeleteIf it was free to put his name on the patrol car, why didn't they get everybody's name on one. Maybe somebody else wanted their name on theirs. If its free and all. Lol!
ReplyDeleteIt's not a matter of weather or not the name was put on city property free of charge. The problem lies in the fact that when this officer leave, and he will leave, who is going to pay to have the name removed; the City of Lumberton.
ReplyDeleteYou are so right. The person that made it a big point to say it was free because the officer was related to Olin, does not get it. It might have been free in this one instance, but it will cost the city more in the end.
